I forgot to mention but believe it’s significant that my tests as well as the two users whose Pi’s got fixed by the patch are all Pi 3B’s, not 3B+'s. The power supply section got completely redesigned for the 3B+ and subsequent versions, so this whole ordeal may only really affect pre-3B+ models.
